2020 European Minimum Salary Increase
The minimum annual gross salary level for foreign employees will be raised, effective 1st January 2020:
Effective 1 January 2020, minimum gross annual salary levels for foreign employees will be increased in the three Belgian regions.
- Brussels and Wallonia-
Highly-skilled workers: EUR 42,869
Management staff: EUR 71,521
EU Blue Card applicants: EUR 55,431
- Flanders –
Highly-skilled workers: EUR 42,696
Aged up to 30 years/Nurses: EUR 34,156.80
Management staff: EUR 68,314
EU Blue Card applicants: EUR 51,235
The new minimum salary requirement as of 1 January 2020 is DKK 436,000 per year or DKK 36,333.33 per month.
Government application fees have been reduced for all applications submitted after 1 January 2020. The relevant fees for the majority of case types are as follows:
- Initial or extension application to the Pay Limit or Fast-track scheme (principal applicant): DKK 2,990;
- Initial or extension application for dependent family member: DKK 1,470.

The German government has increased the minimum salary requirements for European Union (EU) Blue Cards, effective 1 January 2020.
New Salary Thresholds
- Regular Blue Card holders in Germany must be paid at least EUR 55,200 per year (up from EUR 53,600 in 2019).
- Blue Card holders in shortage occupations must be paid at least EUR 43,056 per year (up from EUR 41,808 in 2019)
- Effective February 1, 2020, the national minimum hourly salary will increase to EUR 10.10, up 3.06 percent from last year. For a 40-hour work week, this equals approximately EUR 404 per week / EUR 21,008 per
- Employers of foreign nationals currently on their payroll, and of those seeking to obtain or renew a work permit on or after February 1, 2020 must increase their foreign nationals’ minimum salaries, if necessary, to comply with the new rule.
Lithuanian authorities have increased the salary level for EU Blue Card applications.
- EUR 1,933.50 gross per month, up approximately three percent from the April 2019 increase.
- For salaries over EUR 3,867 gross per month, labor market testing and the Employment Agency Decision step are waived.
- Effective November 21, 2019, Poland has increased its minimum salary levels for foreign workers by an average of 7.2 percent from the previous quarter.
- Additionally, effective January 1, 2020, the minimum monthly salary for locally hired foreign workers in Poland will increase to PLN 2,600, up 15.6 percent from 2019.
- Effective January 1, 2020, the minimum monthly salary for foreign workers in non-graduate roles in Romania will increase to RON 2,230, up 7.2 percent from 2019.
- Salary requirements for EU Intracompany Transferee (ICT) Permit applicants, EU Blue Card applicants and applicants in graduate roles remain unchanged.
The salary requirements for highly skilled migrants, Intra-Corporate Transferees (ICT) and European Blue Card holders for 2020 have been announced and are as follows:
- Highly skilled migrants of 30 years and older: EUR 4,612
- Highly skilled migrants younger than 30 years: EUR 3,381
- Highly skilled migrants who graduated in the Netherlands at higher education or university level or graduated at one of the designated universities from the top 200 ranking and who have started working as highly skilled migrant within 3 years after graduation: EUR 2,423
